This is a famous Char Koay Teow stall outside Sin Guat Keong Coffee Shop and part of a small collection of hawker stalls in the evening. It's a pretty good version of a dish that's a big deal in Penang.
Order from the stall (they will ask if you want extra seafood but I don't think it's necessary) and then find a seat inside the 'coffee shop' and order a drink. I recommend also getting a portion of popiah from the little stall on the other side of the road, perhaps along with the pie tee. You don't have to wait for the food to be made, you can just point over to where you're sitting and they'll bring it to you.
